As part of a work project, I've installed some hardware that lets me monitor electrical usage at the whole-house level. It’s a TED-5000 from http://www.theenergydetective.com
The sensors are two clip-on current transducers that report to an MTU, which is itself powered directly by the panel. It uses power-line networking of some sort to talk to a "gateway" that's plugged into the house LAN. The gateway runs its own webserver, which you may access from anywhere (assuming you have your home router configured correctly.)
